To remove all the paint, you'd have to apply stripper or take it somewhere and media blast it, that's a big time-consuming job. Then you'd have to apply body filler and sand, sand, sand. Paint jobs cost depend on the level of finish you want. You can spend $20,000 on a paint job or 500. There's too much plastic on a mid-80's car to make paint removal practical. Most shops would just sand and primer a car.
