Car wont start starter recently replaced
battery is charged. When turning ignition
all I hear is a motor running noise but

Sounds like you got a defective starter. The noise you're hearing is the starter motor spinning but not engaging the flywheel to crank the engine. The other possibility is broken teeth on the flywheel. Hope that helps! Jim

Buy OEM parts , AC Delco so you're not out there in 6 months replacing another starter .

Is there any remedy other than buying a new starter?

Unfortunately no. If you just had the starter replaced recently the store should exchange the starter free or if you had a shop replace the starter they should warranty their work. If the flywheel is missing teeth and a shop recently replaced the starter you can argue that they should have checked the flywheel the first time. Maybe they'll cut you a break. Hope that helps! Jim
