Overheating

I have a 98 ford crown Victoria police interceptor and I am having trouble with it overheating at  highway speeds.  Once I slow or stop it cools off.  I have changed water pump, thermostat, hoses, radiator, electric fan, and flushed the system.  If anyone has any info please let me know.

Does this happen regardless of whether the AC is on or off? Does the vehicle run rough? Does the transmission go into overdrive, and does the torque converter lock properly? Have you checked to make sure there is no debris blocking the radiator or AC condenser? Look between the AC condenser and radiator, I've seen everything from leaves, to rat's nests and dead animals in between there.

I have the same problem. The radiator has been changed and the thermostat, but still doing it. It cools down about 3 minutes later and if I pull over it goes back down. I have also done a chemical flush but it is still doing it. What is the cause of it?
