Are the brakes always going to be an issue on the 99? I replaced every part of
the front brakes when I bought the love of my life. 3 years layer the rotors are
warped.

Very common for rotors to warp over time, after all they are subject to constant heating and cooling, there is no real cure but replacing them with drilled and slotted rotors help, but buy a good set, some of them out there have very poor tempering done so they don't last long, also brake pads are a factor, soft pads tend to be short lived but make the rotors last and harder pads that last longer but wear rotors out. Middle of the road pads tend to be of semi metallic design and can give you the best overall life. But there are always exceptions, my community has a lot of fairly steep hills and people are always telling that the brakes just don't last or my steering wheel shakes when I apply my brakes, so the ar a you drive can also,have a detrimental effect on brakes. But your problem is just normal wear on the braking system.
