2010 Chevy HHR instrument cluster doesn't work when cold. Okay when warm.

Instrument cluster is "dead" when cool weather. Works okay when warm. Also needed to reprogram key twice in a month & radio amp is intermittent. All other electronics work fine. Could this be an ignition switch issue?

check related fuses for tarnish on the tangs , Make sure batt terminals are in good shape

A weak car battery can cause untold electrical problems, and cold weather will exacerbate battery and electrical flow troubles. Some things work incorrectly and some not at all. As you seem to be experiencing inhibited current flow, check the battery and if it's questionable at all, replace with the strongest battery you can find, and that will be an AGM, glass mat battery.
