I didn’t read the title but it was damaged by flood in Texas I bought it from someone in Philadelphia so the car was salvaged and I tried fixing and repairing it now I went to register it only for the title to say this car can only be used as spare parts I do not know what to do

In some states you can still register, must of been in bad shape. Did you lookup the history before purchasing it? Sorry to hear this happened to you. There is nothing you can do beside give it to a junk yard or use for parts.
