my 2009 cobalt AC cools when the engine temp reads 190 or higher and doesn't when lower. why?

Temps outside are mid-upper 90s.  coolant temp reads usually in high 180s, occasionally reaching 200.  new 180 degree thermostat (OEM temp setting according to all auto parts suppliers).  recently replaced AC pressure switch (don't know if it was high or low switch).

I just had the switch replaced about a week ago. That doesn't mean they fully charged it. When the coolant temp is at or above the 190 degree mark the AC cools like an icebox.
