Won't start don't know what to do

Hello I have a 1996 Silverado 5.7vortec. I
had a buddy put new heads on it for me and
it won't start now. If I plug a code reader in I
get all lights as if the key is in run position
(but no start when code reader is plugged in
also) and when I unplug the code reader
relay's click and nothing

Check the security system, it maybe in full active mode. Dis arm procedures listed in the owners manual. Other things could be wiring issues causing voltage drop outs, mistake reassembling the engine.

Also check the engine ground straps. There's usually one going from each head to the firewall on a GM. Hope that helps! Jim
