I have a 2 part question... If I turbo charge my 03 s10 will I gain hp and mpg and how do I stop the rear wheels from breaking loose on wet inclines...

If you add a turbo you can gain a lot of power but it will be very expensive and you will blow up the motor if it is not done correctly. Better tires and/or a limited slip rear differential will help with the traction issue but you will still have issues as pickups have little weight on the rear axle.
