Do the park lamps work in the front? Did you check park lamps fuse? Not only check the fuse, use a test light and check voltage on fuse, hot all the time. The voltage is wired to the headlamp switch. From the head lamp switch, the brown colored wire, voltage, should be for tail lamps and license plate lamp. At the rear lamps, black wire is ground. Need voltage and ground. Could be wiring circuit problem?
