Can i used a tire 235/65r16 on a ford explorer that use 235/70r16

No, all 4 tires must match, both in tire size and brand of tire, if you don't you run the risk of serious damage to the transfercase and could cause the ABS light to turn on due to rotation differance between wheels.

As long as the 4 are the same manufacture and the same size you won't damage the transfer case, however you may notice that you speed and odometer might read slightly faster than your actual speed as you will be dropping 1 size in diameter. If this bothers you, it can be recalabrated.
