Was the cooling system purged from air pockets? Radiator cap off until the thermostat opens, heater set on hot when then the engine is warming up to operating temp after refilling the cooling system?

Find a hill that is steep. So the the radiator Will be higher than the heater core. Try to purge the air out of the coolant system with the jeep tilted front end up. The angle will allow the coolant to flow into the heater core and the air will want to come up to the highest point in the coolant system where the radiator cap is with the angle
