Car wont charge battery...ECM???....alternator and battery are new and have
been tested

With the car running take a voltage measurement of the red L circuit wire on the alternator... you should see battery voltage coming from the pcm.. if not that doeant mean the pcm is faulty, you need to test for voltage at the pcm itself.. if you have no voltage to the L circuit u can also jump it from battery positive and the alternator should kick on
