What is causing whistling noises in my 1967 Chevelle?

i taped all the doors and windows shut in my 1967 Chevelle and I still get a
whistling noise. I get the whistling noise with the windows up or down. i
checked all the vacuum hoses and they seem OK, what could cause this
whistling sound?
