The 1999 GS-T is a very reliable car with many complaints. There is 11 recalls on your year that should be taken car of by the dealer before you purchase the car. Timing Belt, water are items that are normal wear and tear and I would expect that they will need to be changed soon.

Google "crank walk". You're welcome. The GST is a very fun car and very reliable, but most have had hard lives and will be needing some repairs coming up on 100k miles. It all depends on how the car was driven and maintained.
