Sounds like the Motor Shaft that connects the motor to the wipers could be broken. It could also be the the wiper arm that connects the wipers to the motor is broken or disconnected.

are the nuts holding your wiper arms down tight? if so then it would be the part that connects to your wiper arms that is either disconnected or seized

Just fixed this with my 2017 Civic Hatchback. It was the nut under a little cover on the wiper. Just needed to be tightened, seems like it losened itself

Daniel nailed it in my case. He doesn't show the cover. it just lifts up with your fingers and then pull away from the arm to remove. I need to re-do the positioning but you probably want to run a cycle in intermittent mode until the motor is in the resting position which I think is to the left as you look at it. Then tighten it up. Mine felt tight but it wasn't. There was a blue mark across the nut and the motor spindle that was probably marked at the factory. Nobody owned up to it, but I think they turned on the wiper when it was frozen to the window. Luckily Honda engineered it so that the nut loosens and it doesn't ruin the motor.
