You have to be sure the battery has full charge and battery connections all good. at the starter motor, two voltage circuits, one comes from battery, hot all the time. The other circuit goes hot with starter relay energized and key in the crank position. the starter motor is grounded through the engine block, you can check voltage and ground with a test light. Any testing at starter motor, make sure transmission is in park or neutral and parking brake is set. There is also a neutral switch so it won't start except in park or neutral. If the diagram is not readable, my bad, I have no experience on this laptop computer i'm using.
