Rumbling sound back rear passenger side.Mostly when coasting and or making turns either direction. Is it a bad rotar?

Sounds more like a bad wheel bearing. Jack the rear up and spin each wheel to see which side. Also check to see if there is any looseness in the bearings (try to push and pull on the top of the tire to see if it moves in and out. If it is the rotors, then yes, you should change both and install new pads. Also recommend cleaning and re-packing the bearings and new grease seal.
