It is a wire to the B+, positive side of the battery. Sometimes it is tied into the cigarette lighter socket wiring. It is suppose to be a live wire all the time.

I read that somewhere and I tried to trace the wire / link to the cig lighter (cig lighter work but no current to DLC). So, since you're saying it is supposed to be a live wire at all time, I think I'll just make a jumper from cig lighter wire to DLC no 16 pin unless you know it would cause a problem somewhere else?

Sorry I wasn't able to get back to you sooner. So yes, all you need is power to pin 16.
