Traction engaged is it safe to drive n what needs to be fix

The TCS system engages automatically, wnen the system is enabled and wheelspin is detected, due to wet surfaces, snow etc. Nothing needs fixing as it seems to be operating as designed. TCS can be disabled if desired - look for a button inside the glove box - but without separate control you can turn it off using the radio/computer controls, then a msg will appear on the DIC that "traction is disabled." Now you can exhale...

My 2003 Cadillac CTS has the TCS light on, and the two front wheels are rolling as if the emergency brake is on.

Mine is whining and the T/C light's it's been on non stop raining for two week ..
