I'm not sure if it's the injector pump or if I have water in the fuel. The pump is $500 min.
so I hate to buy that if I don't know that's what it is. Does anyone have any thoughts?

Try changing fuel filter, West Marine sells a product for boats that will pass the water / moisture through the system to burn off. I used it in my Cummins on my boat & it spit & sputtered a bit but all is good now. Good Luck!

Gosh that is what I was going to say. Use a top additive to the tank first, change the filters, and even clean the injectors out first before spending a lot of money you don't need to. Also the fuel system is a closed system and it may have bad rubbers/gaskets allowing air into the system which may cause some sputtering.

Disel fuel conditioners may be helpful. Not all fueling stations use the Diesel. Some have Detergents & Anti-Fouling agents incorporated in their products. Going to a cheaper filling station is not always a wise choice.
