Why won't my car start ??

I just put a good starter on and when I turn the key
to start it doesn't make a noise or ticks. What can
be the problem?

I have an 1995 Chevrolet caprice 4.3l v8 sedan when I try to crank it won't turn over. I replaced the starter, battery, throttle position sensor, fuel pump, fuel relay, and alternator. When I turn the key it makes a whining sound that comes from the starter. I guessing it's something in the ignition switch.
