My 2007 outback will not go over 75mph could this be because of timing
chain going bad

Your 2007 Subaru Outback with the 2.5 liter four cylinder engine does not have timing chain but rather a timing belt. And yes, your belt may have jumped a cog or two causing a significant power loss before it breaks and ruins this "interference engine". These belts are to be inspected and possibly replaced around 100K miles. Timing chains, like the one used in the Subaru 3.0 liter six engines will last indefinitely. Take it easy until you get this belt checked out (soon).

Other reasons could be that the engine needs a tuneup or that the cats are partially plugged up.

Yes it is possible that there is a limiter but it would be custom as no Subaru I have ever seen had a limiter set at 75.
