Interstate cruising speed

Just purchased used 1999 Miata NB. Car passed inspection. It drives well.
Engine is perky and responsive compared to others I test drove. Did first oil
change last night (All my life I have changed the oil at 3,000 miles.) I do not
know when this car last had oil changed.  My question: With a 5 speed
speed that turns 3700 RPM at 70 MPH, what is a safe(for the engine)
cruising speed for interstates? In the old days 3,700 would be high, but I
have never had a car that redlined at 7,000 RPM either.

3,700 rpm is nothing for these engines and they will do 4,000 to 4,500 rpm all day long. I bet you had fun getting to the oil filter, removing it and replacing it. Enjoy it, I just purchased a 2002 NB and my son has a 1990 NA. They are a dependable fun ride.
