My car is steaming after a few minutes of driving and not
overheating, any idea what this might be?

It can steam even if it's not overheating if you have a leak. Check your heater hoses, radiator hoses, radiator and water pump for a leak. Twenty year old hoses can rot out but still look okay on the outside.

A pinhole coolant leak can also spray onto an exhaust header and cause more steam than you might think. Follow Hornet's advice and check all those items for leaks.
