Car over heating

My car 2002 trailblazer Chevrolet
Is heating up the meter goes above hundred not when car is running
but when it stops on signal or slow in a traffic . I have changed fan
cluch but still the same

does the fan come on when it gets hot ? can you see good circulation when the radiator cap is off and the thermostat is open ?
