I've got a 96 F150 that runs as if it runs out of fuel

I've got a 96 F150 that acts like it's out of fuel it
possibly flooding , I've changed plugs and wires
and cleaned all but the throttle body and it still
won't run right or sometimes not at all , it's not
throwing any codes so I'm at a loss as to what to
do next any suggestions?

I have a 2000 F150 Extended Cab 4.2L V-6. On the drivers side firewall is a cylinder and out of the bottom are two vacuum lines. One of them comes from the bottom of a black fluid refill reservoir and runs to under the throttle body. It has collapsed and is making the truck run rough. Is that part of the Smog System? It's on the firewall, almost sitting on the top left of the brake booster and in front of the clutch refill reservoir. any ideas what vacuum line that is? Thanks. 2 Answers
