Fuel issue

I have a 1990 ford f150 xlt lariat 5.0 liter with dual
tanks and one day I was driving home and then I
suddenly lost power and a some smoke came out of
my dash and I also noticed the smell of wires burning
I got my truck towed home and got to work
diagnosing the problem I realized that when I turn the
key on the fuel pump doesnt come on to prime the
system i then jumpe red the fuel pump test thing and
thr fuel pump came on I then switched tanks and the
other fuel pump came on I then tried to start it with
the fuel pumps jumpered but it wouldnt start with the
fuel pump running, does anyone have any advice for
me?? I really need it

You see the problem is I cant find the burnt wires do you think its a wire burnt or maybe the fuel tank selector switch or the fuel pump relay or maybe the inertia switch, is it possible to be able to acess the fuel pumps without dropping the fuel tanks. because I am not able to jack up the truck because it isnt on hard ground and I am unable to move it on to a hard sirface because it doesnt run
