Fuel issue has me stumped!!!

1989 f150 4.9l 2wd lariat with dual tanks

I am a first-time poster, tapping out to a fuel issue! I
was driving down the road, truck wasn't getting
enough gas sputtered badly then died. Got it towed
home (thanks roadside assistance!). Replaced the
in-line fuel pump and fuel filter.

I still cannot get any pressure to the fuel rail. I
disconnected the hose from the in-line pump to the
reservoir, put it into a gas can, and the in-line pump
pressure rises rail perfectly. So I know it has to be
upstream of the reservoir. I can hear both the front
and the rear tanks pumps running when I turn the
key on. However, when I disconnect the front and
rear fuel lines from the reservoir, neither one in
pumps fuel out of the lines.

it has me really confused! Is it possible that both my
front and rear in tank pumps went out at the exact
same time? To where they would be able to run, but
supply zero fuel? What else could it be?

I have checked voltage to the front in tank Pump
and it is a perfect 12 V.

did you blow out / clean the fuel lines?

Everything downstream of reservoir. However what are chances of both tanks' pumps and/or lines both getting clogged?!

Could there be an issue with the valve that switches between the tanks?

Don't think so. Have pulled both lines from both in tank pumps from the reservoir valve and neither pump is spitting out fuel

Then the in tank pumps are bad or their pick up screens are clogged.

I know this is a year old thread or two years old but did you guys ever figure this out I'm starting to wonder if it's a short in the fuel pump module or the return line is clogged up or something? if you could kindly let me know either way that would be great thanks"
