I had the opposite problem on my 91 gts; the one on the right wouldn't go up. So I checked out the celica forums and discovered that each popup headlight has a motor that flips it up, and the bottom of the motor has a knob that you can turn with your hand to either raise or lower the headlight manually. You have to reach into the wheel well, find the knob (mine had a cover on it that I had to take off then put back on each time), and turn it by hand. It was kind of a PITA because your hand is in an awkward position in the wheel well, you can't get a good grip on the knob, and on top of all the the knob was hard to turn. But that's what I had to do to get by, so that's what I did. I finally bought a used headlight motor off of ebay for cheap and had it put in by a mechanic. Problem solved. You can also check craigslist for mechanics in your area that work on the side and charge less than regular auto shops. This is what the headlight motors look like but you can't see them when they're in the car. The little knob on the end is what you need to identify in your car and turn it to manually lower or raise the light. http://www.oreillyauto.com/site/c/search/Headlight+Actuator+Motor/01161/C0329.oap?year=1991&make=Toyota&model=Celica&vi=1274138
