Why will my ignition switch not switch all the way to the off position?

When I go to turn my car off, my key will not go all the way
to the off position. Is it my ignition switch? Or is there
something more going on with my transmission and or
gear shift?

I have had this problem on my 98 GTP. I found a broken wire at the gear shift switch(under the console). Once I patched the broken wire I could shut off the ignition. Hope this helps.
