2000 Grand Marquis, headlights stopped working.

Driving in rain, headlights stopped. Have running lights when switch in running light position. When in headlight position, dash and running lights flicker. When I activate high beam/turn signal lever, all lights go out!

It's a recall for the lcm, lighting control module and dealer will fix for free
