Maybe..............one of the window regulator motors is bad, shorting out? Problem with that guess if that you'd have to take off the door panels one at a time to disconnect the power plug to the regulator motor, then stick a new fuse in and see if it blows. Maybe start at the last window you rolled up?

To make it a little easier when disconnecting all those window motors (I'd try the radio first, just because it's easier, but unlikely). Use 2 alligator clip leads and connect to a 12v light bulb and or a mallory sonalert or seat belt buzzer, then bridge the blown fuse, and you'll hear and or see when you still have the short.(light on, buzzer buzzing). also, with this method, one can shake wiring harnesses, at the doors and other places, and hear a change if there's a short. Also, find out from a wiring diagram exactly which things are connected to that fuse. (I don't have one for that year).

Did you ever fix your problem? I’m having that same problem. I replaced the #9 fuse. The windows started working again but the radio will not come back on. Just wondering if you found and fixed the problem?
