Voltage issue

I have a 1999 Jeep Grand Cherokee Laredo. Just replaced a
dead battery and it's still causing voltage issues while
driving, around 11.7. When I park and turn the heater or ac
on it will jump up to 13.7. Had the alternator checked and it
passed. This is been going on almost a week. Any ideas?
