Luckily (?) on a Crown Victoria you don't have to take out the gas tank. Make sure it's empty, disconnect the negative terminal on the battery, disconnect fuel lines, then you tap the lock ring counterclockwise to loosen, then you can pull out the fuel pump assembly. I have the Haynes Repair Manual right here since I have a '93 Crown. :)

I haven't looked at the bottom of the gas tank in about a year because I have thought that since it's nearly 22 years old, maybe a new fuel pump would be in order. I remember thinking that I'd have to put some jack stands under the frame in the back to have the rear end hang to get more "elbow room" to access the bottom of the gas tank.
