1994 Chevy Silverado not getting fuel

I have a 1994 Chevy Silverado manual and it’s not
getting fuel. I have replaced the fuel pump and the
relay. It’s not turning the fuel pump on. The grey
wire was only getting 8 volts so I cut it and replaced
the wire and now it’s getting nothing so I cut the
ground in the hardness and re did them and still
nothing.
