94 shadow spongy brakes

Working on 94 shadow 2.5 no abs
replace wheel cyl calipers master cyl
all new hoses line metal lines there
no air in the system bleed all wheel
adjusted rear shoes up still spongy
pedal tryed another master cyl same
thing stumbled unless proporting
valve is bad how do you tell or does
it need reset

the proportioning valve simply puts the foot pressure on the rear and front in a correct proportion...as you know at least 65-70 of the weight gets shifted to the front, so proportionally has to put the braking forces where they belong....spongey tells me something is wrong with the fluid...has tiny air bubbles...on a microscopic level making the fluid cloudy? perhaps you used new-old-stock...?
