2002 blazer 4wd not engaging

I have a 2002 blazer that shows its engaging on switch btu it is still in 2wd. I have pulled the cable off the actuator and ran it - replaced actuator and its working properly.The cable is free to move for about 1/4 to 1/2 inch which is not enough. It feels like something inside the diff housing has jammed.. any suggestions?

Is the actuator collapsing and pulling the cable at all when switched into 4 wd?
