2002 Malibu won't start

2002 Malibu won't start. I was having battery problems (battery was tested
later and was bad), so I replaced battery and the car wouldn't start. All dash
lights come on but it doesn't crank (nothing happens, just dead silence).
Thought it was the anti-theft system, but I have NO FLASHING anti-theft light
(yes, this light comes on when the key is turned to on, but immediately goes
off). Nevertheless, I tried all the 10, 15 minute tricks with the key in the on
position, turning it off after 10 minutes and back on--still doesn't start. Let the
car set for several hours and tried to start it (without doing the 10 or 15 minute
trick) and it doesn't start. Also, before all this I checked all fuses and have
power to the starter. Can anyone help?

Make sure battery has a full charge and connections all good. At applicable fuses, did you check voltage, use a test light? System grounds are important also. Your security system shows to be passlock, usually that is fuel injector disable only. Shouldn't effect starter motor. Two voltage circuits at starter motor, one comes from the battery, hot all the time. The other circuit goes hot with key in the crank position and is wired through neutral switch. The starter motor should ground through engine block. Now, if it cranks good but won't start, check the basics, fuel--spark--fuel injector pulse.
