85 Thunderbird not getting gas

i have a 85 Thunderbird thats not getting gas to the carb. it has a new gas tank, new fuel pump, the fuel pump relay
is good.i dropped the tank to check the pump and did a dry test on it and it worked but then i hooked it back in and
when i turn the key on, i can hear the pump turn on but it isnt pumping fuel. any ideas?

i took the lines off and unplugged the wires to the pump and touched a wire to a jumper box and then to the prongs on the pump and it was pumping out fuel, but when i plugged the wire back in and turned the car on i can hear the pump turn on, but it wont pump fuel
