Starting car sitting 3 years

Have a 79 Impala sitting about 3 years.  Sta-bil fuel stabilizer was added to the tank a year or so before that.   Would the car be ok to start or would the tank still need to be drained?

Just I would run the old gas with some seafoam in it. Don't drive anywhere just let it cycle through
