brakes temporarily locked

40 mph right turn on to freeway ramp.Touched brake to make turn and tried to
accelerate up ramp and car car came to full stop and would not move. After a
few minutes, brakes released and car drove fine. (no ABS)

Check your brake pressure hoses could be collapsed on the inside causing pressure to remain at brake caliper

But they released. If fluid would be trapped in the caliper it would not release like that unless the relief valve was dispersed

Fluid after awhile trashes that's why once every 2-3 year good to flush

There are only 4 things that i know of that will cause the brakes to stick on so tight that the car will not move. Most common is a caliper or 2 and they seem to worsen with heat. Next most likely are the rubber hoses going to the calipers. I have seen more rarely master cylinders hold pressure on Toyota and Honda. And least likely is the push rod hidden behind the master cylinder can loosen itself or be adjusted longer.. To find the problem, drive til it acts up and then jack up the car til a wheel is off the ground and see ifyou can easliy move it. (Be safe and wheel chock the diagonal opposite corner especially if lifting a driven wheel). Check all four.right when it acts up. Don't misdiagnose by stopping when you find one locked up as it could be due to the master cylinder holding both front wheels or more than one problem. To determine what the exact problem is, while it is acting up you need to loosen the caliper bleeder on the sticking wheel to see if fluid squirts instead of the normal drip. If there is no squirt then it is the caliper. If there IS a squirt at all then you need to recheck at the master cylinder. if no squirt while it is acting up (again you must act as soon as the car acts up) then you need a hose on that corner. If squirts at bleeder and at nut to that line on the master then you will likely find 2 wheels affected and a sticking master cylinder (common on certain Camrys). HTH

btw adjustable master cylinder push rods are rare--mostly older trucks. To investigate that, loosen the 2 nuts holding on the master cylinder to the booster by a few turns. Be sure to retighten immediately after checking.
