Maybe chose a different air duct to get the full flow. If you choose windshield and floor ducts, the air will be divided between the two, while nothing will come out the dash ducts. However there could be something else going on there like a blockage. Or the blower wheel may have been reversed while replacing the motor.

Parked outside under trees a blockage could be like leaves entering at the windshield duct. Also if it sat in storage a while, mice will build nests that smell like urine. The bad blower motor resistor suggested by Firebird338 comes into play at all the lower speeds. (High speed bypasses that resistor.) But check it out. It's a common failure.
