My '98 Sunfire 2.4 makes kind of a hard "hiccupp" after I take my foot off the gas..

and when I start the car it also does that same clunk/hiccupp/slam .. I start it, and if I give it gas while parked, it sounds like its not getting enough gas without my help.  Its been using up a lot of gas lately, I hope this sounds like I need a new fuel filter and not a fuel pump.  Thank you for any suggestions.

could be a lot of things. Have you checked the cars ignition? You can also pretty easily check your fuel pressure with a pressure tester that'll tell you how your fuel pump is doing.

check your fuel pressure regulator too, pull the vacuum line off and see if it leaks. This usually causes a long crank, but sometimes some some runnability issues
