There is a starter rely in the steering column that wears out over time, causing the car to not stat sporadically at times or consistently depending. This is an easy fix for the dealer to perform and generally will not cost more then $250.00 and will only take 2 hours to have the work done. If you happen to take your car to an unauthorized repair facility they could very well tell you it requires a starter @ $700.00 when it is truly only the relay. Using the dealer is recommended.
