Check the bulbs and the connectors they go in. Check for loose or corroded grounds in trunk.

On my 2007 Malibu, the rear drivers side tail light worked but the turn signal didn't. I bought a new bulb and installed it but the problem didn't go away. I looked at the old bulb and both filaments were fine. I looked at the contacts and one side was black and corroded. I tried using a needle nose pliers to rough up the contact but at the slightest touch, the contact broke off. There was no way for me to re-install the clip fragment that broke off so I just took a small piece of aluminum foil, folded it into a small enough piece to fit where the clip had been and ........it worked!!
