1992 pontiac firebird air comes out of the vents is
very low. I have changed my blower motor, resistor
as well. The motor sounds like it's going really fast
but the air that comes out of the vents is really
slow

Sounds like the blend door that opens and closes between the heater core for heat and the evaporator for A.C is not operating correctly most of the time the cable that operates the door is broken or has come off.

Your car also has a rotary vacuum diverter device on the back side of the heater control panel that determines which damper gets pulled by its vacuum line. These diverters are notorious for breaking at the age of your car but can be simply repaired by replacing the main shaft with a machine screw and nut.
