Cylinder filling with fuel

Looking for ideas on 2.2L fuel problem. What would cause the #4 cylinder to fill with fuel? We're getting this checked but the machanic is scratching his head.
They changed the fuel regulator, injector and no change. Then thought about changing the fuel rail. But now find that on 97 it was incorproated into the intake manifold. I don't have deep pockets for someone to experiment and guess. If anyone has a good idea, I'd love to hear it..........thanks

Might be an issue with the valve not closing all the way, could be a bad spring
