i have a 2002 sunfire.it turns over but will not start .no fuel pressure with new fuel pump

my car was running ruff before it died.almost started back up but died and had rotten egg
smell from exhaust .replaced fuel pump also checked electrical it s good still will not start
.pump is running fuel through rails but  no start removed regulator plenty fuel in rails but no
pressure on fuel pressure gauge.not even a hiss when i depress valve.could the fuel
pressure regulator be stuck open ?how do i test a fuel pressure regulator ?
