my neon is making a popping noise from the front end and it only makes the noise when i turn the wheel and when i hit a bump i dony know if it is the shock or the tire rod any suggetions

You need to visually inspect the control arms, you could have a rock or piece of debris causing the noise. It could also be loose suspension parts or bad wheel bearings.
